Sponsored by Reps. Murry, Moffitt, Bryan, et al., and signed into law by Gov. McCrory in 2013, HB74 is “an act to streamline the regulatory process in order to stimulate job creation and eliminate unnecessary regulation, and to amend certain environmental and natural resource laws.” HB74 requires the automatic expiration of thousands of administrative regulatory rules in North Carolina that do not earn reauthorization.
