Utah among first U.S. states with constitutional amendment banning gay marriage

Co-sponsored in 2004 by then Rep. Margaret Dayton and Sen. Chris Buttars, SB24 (Utah Code Title 30-1-4) says that the policy of the state is to only recognize as a marriage the union between a man and a woman. SB24 created Act 261, sending a constitutional amendment ballot initiative to the voters of Utah (Amendment 3). Utahns overwhelmingly voted to preserve traditional marriage within the state constitution–a decisive action mirrored in 10 other states that year. More than 30 states have since passed constitutional amendments defending traditional marriage.
