Oklahoma pursuing Environmental Authority Act to block EPA:

This referendum, if approved by voters, would create the Oklahoma Environmental Authority Act. The measure declares that the regulation of hazardous waste, air pollution, water pollution, oil, natural gas, petroleum and petroleum products are not subject to federal laws or regulation. It allows state environmental agencies to work with federal environmental agencies. It prohibits state agencies from enforcing federal environmental laws and regulations.
