<p>Bill: <a href="http://le.utah.gov/~2013/bills/static/HB0155.html" target="_blank">HB155</a>  (<a href="http://le.utah.gov/~2013/bills/hbillenr/HB0155.pdf" target="_blank">PDF</a>)</p>
<p>Sponsored by Rep. Michael Noel, and signed into law in 2013 by Gov. Herbert, HB155 limits the authority of federal employees to exercise law enforcement authority within Utah. HB155 provides that Utah does not recognize the authority of any United States Forest Service employee who is not a certified law enforcement officer or any Bureau of Land Management employee to exercise law enforcement authority under state, local, or federally assimilated law. Violators of this law are guilty of a class B misdemeanor punishable by a $1,000 fine and six months in jail.</p>

<p>Sponsored by Rep. Steve Toth, HB1076 (the &#8220;Texas Firearms Protection Act&#8221;) would make any federal law banning semi-automatic firearms or limiting the size of gun magazines unenforceable within the state’s boundaries. HB1076 states that state officials and subdivisions &#8220;may not adopt a rule, order, ordinance, or policy under which the entity enforces, or by consistent action allows the enforcement of, a federal  statute, order, rule, or regulation enacted on or after January 1, 2013, that purports to regulate a firearm, a firearm accessory, or  firearm ammunition if the regulation imposes a prohibition, restriction, or other regulation (such as capacity or size limitation, a registration requirement, or a  background check) that does not exist under the laws of this state&#8230;.No entity described by Subsection (a) and no person employed by or otherwise under the direction or control of the  entity may enforce or attempt to enforce any federal statute, order, rule or regulation.&#8221; An offense under this Act is a Class A misdemeanor, which carries a penalty of up to $4,000 and one year in prison.</p>

<p>Sponsored by Reps. Kern, Fisher, Hulbert, Blackwell, Ritze and Sens. Shortey and Stanislawski; and signed into law in 2013 by Governor Mary Fallin;  HB1060 (see also <a href="http://www.oklegislature.gov/BillInfo.aspx?Bill=sb951&amp;Session=1300" target="_blank">SB951</a>) states that, &#8220;Any court, arbitration, tribunal, or administrative agency ruling or decision shall violate the public policy of this state and be void and unenforceable if the court, arbitration, tribunal, or administrative agency bases its rulings or decisions in the matter at issue in whole or in part on foreign law that would not grant the parties affected by the ruling or decision the same fundamental liberties, rights, and privileges granted under the U.S. and Oklahoma Constitutions, including but not limited to due process, freedom of religion, speech, or press, and any right of privacy or marriage as specifically defined by the Constitution of this state.&#8221; HB1060 would prevent the use and application of U.N. laws or Sharia Law in state court decisions.</p>

<p>Sponsored by Rep. Damron, and passed into law in 2013 by an override of Gov. Beshear&#8217;s veto, HB279 (Public Act Ch. 111) states, &#8220;Government shall not substantially burden a person’s freedom of religion. The right to act or refuse to act in a manner motivated by a sincerely held religious belief may not be substantially burdened unless the government proves by clear and convincing evidence that it has a compelling governmental interest in infringing the specific act or refusal to act and has used the least restrictive means to further that interest. A &#8216;burden&#8217; shall include indirect burdens such as withholding benefits, assessing penalties, or an exclusion from programs or access to facilities.&#8221;</p>
