Kansas bans state enforcement of federal gun control

Sponsored by Rep. Rubin et al., and signed into law in 2013 by Gov. Sam Brownback, SB102/HB2199 states, “A personal firearm, a firearm accessory or ammunition that is owned or manufactured commercially or privately and owned in Kansas and that remains within the borders of Kansas is not subject to any federal law, treaty, federal regulation, or federal executive action, including any federal firearm or ammunition registration program, under the authority of congress to regulate interstate commerce….Any act, law, treaty, order, rule or regulation of the government of the United States which violates the second amendment to the constitution of the United States is null, void and unenforceable in the state of Kansas.”

Kansas gives governor and Senate control over selection of judges

Sponsored by the Committee on Judiciary and signed into law in 2013 by Gov. Sam Brownback, HB2019 gives the governor of Kansas sole power to select judicial nominees for the Court of Appeals who then face confirmation by the Kansas Senate. The law ends the liberal Kansas Bar Association’s former control over selection of appellate court judges. The law replaces the merit selection approach commonly known as “the Missouri Plan” with selection by elected officials known as the “federal method.”

Kansas outlaws use of union dues for political activities

Sponsored by the Committee on Commerce, Labor, and Economic Development, and signed into law in 2013 by Gov. Sam Brownback, HB2022 states, “It shall be a prohibited practice for any professional employees’ organization or public employee organization to use any dues, fees, money or other assessments deducted from a member’s paycheck for the purpose of engaging in partisan or political purposes. A professional employees’ organization or public employee organization may not require any contribution to a candidate, personal campaign committee, political action committee, registered political party, or political fund as a condition of membership or participation in the professional employees’ organization or public employee organization. A professional employees’ organization or a public employee organization wishing to make expenditures for partisan or political purposes shall establish a political fund. Each professional employee’s organization or public employee organization that establishes a political fund shall: (A) Maintain the political fund as a separate, segregated account apart from any account containing money received by a professional employee’s organization or a public employee organization as union dues; (B) ensure that each contribution to the political fund is voluntary; and (C) establish the political fund as a political action committee.”

Kansas passes groundbreaking voter photo ID law:

Introduced by nearly 50 sponsors and signed into law by Gov. Sam Brownback on April 18, 2011, the Kansas Secure and Fair Elections Act requires voters to provide proof of citizenship when registering to vote and to show photo ID at the polls.
